HCL 的创办者，更是HCL“快乐教学”理念的开拓者。王德清校长是第一批由新加坡教育部直接从中国招聘的华文老师，自1998年起一直任教于公教中学，从事小六会考班教学工作。多年的经验使他对学生的性格、学习特点、会考模式以及评分标准等都了如指掌，并能据此因材施教，使学生都能愿意上他的课，乐于上他的课，并享受上他的课。
2006年底，王德清校长离开教育部，并创办成立了HCL EDUCATION CENTRE。这些年来，HCL在他的带领下茁壮成长，赢得了家长、学生信赖和良好的口碑。他研究、开发的“公式化”口试、“系列”作文以及“三”心“二”意阅读理解更是创造了一个又一个奇迹，帮助学生轻松提高华文成绩。也因如此，他常受邀到各个政府学校为老师、家长开办讲座，并推广快乐学习，有效学习的教学理念。
Mr Wang Deqing is the founder of HCL and the pioneer of HCL’s ‘Happy Chinese Learning’ ideology.
Mr. Wang Deqing is part of the first batch of Chinese teachers that MOE hired directly from China. He started to teach in Catholic High School in 1998, undertaking the position as a Primary 6 teacher. Multiple years of experience has allowed him to thoroughly understand students’ personality and learning characteristics, as well as the PSLE format and marking scheme. He is able to adapt his teaching styles to the needs of different students, allowing them to enjoy his lessons.
At the end of 2006, Mr. Wang Deqing left MOE and founded HCL Education Centre. Over the years, HCL has prospered under his leadership and has won the trust of parents and students, as well as a good reputation for the company. His formulation of various examination techniques such as “Formulated Oral”, “Categorised Creative Writing” and comprehension answering techniques has effectively aided many students to improve their Chinese grades. Due to this, he has been frequently invited to various government schools to conduct talks for teachers and parents, including schools such as Catholic High School, CHIJ (Kellock), St. Gabriel’s Primary etc.
